Instructions
Fold the tissue paper in half lengthwise, then cut a piece that’s about 10-12" long. Set a toilet paper tube on top of the tissue paper and tape it in place. For younger children, it's easier for them to "pop" them open if you cut the toilet paper tubes in half before covering in tissue paper.
Roll the tube up in the tissue paper, then use tape to secure it in place.
Use baker’s twine to tie off one end of the tissue paper.
Fill the toilet paper tube with party favors and candy, then tie off the other end of the tissue paper with baker's twine.
Decorate the front of the tubes with heart shapes or stickers.
